Projet description :
In December 1997, Lyon has launched the Millénaire 3 approach aiming at providing the Lyon agglomeration with a project for sustainable development.
Two motivations are at the origin of this initiative : First of all to ensure that the agglomeration of Lyon improves it’s position among the European metropolises of importance, in the actual context of competition between territories and regions on a global scale and secondly to improve social cohesion in the boundaries of the agglomeration.
From these stakes, the city of Lyon has fixed several objectives :
- To reduce the discrepancy and to reconcile the historical and cultural identity of the Lyon society as she is today
- Create systems favouring the fulfilment of initiatives following a project approach, in the service of development and employment
- Act to create adequate access conditions to information and communication technologies and to favour their appropriation as well as to promote the acknowledgement of new types of social ties ensuing from them
- To achieve to create a local governing system which would be more open to dialogue and partnership, which would therefore permit more efficient public action and would give back it’s place to local democracy
- Transform Lyon into one of the leading European metropolises concerning environmental management and economic, technological and scientific activity, and concerning employment connected to these sectors
There exists a multiplicity of tools : studies, public debates, small working groups charged with the elaboration of action proposals in precise areas, partnerships with numerous project bearers : Population and migrations, Regional forum for the memory of immigrants, APE, Enterprise Rhônes-Alpes...
